WHY ARE WE PETITIONING TO THE COMMISSIONER, PUNE MUNICIPAL CORPORATION
Palladium Grand, Dhanori is not the only complex in the city of Pune where builders & developers have not delivered as promised. It is one of the thousands of such complexes. Till this date, we have taken all the necessary steps against the builders. Some of which are:
1. 70+ consumer cases in the Pune Consumer Forum
2. Civil case in the Pune Court for failing to provide essential services
3. Criminal case for failuer to provide essential services such as water.
4. Proactive social media campaign.
5. Liasion with the public representatives.
Many of these measures are yielding results as expected and thus the flat owners are extremely encouraged to take the fight foward.
However, our study revealed and as it is a well known open secret that the root cause of builder raj lies in the collusion of the builders with the regulatory compliance authorities and its officers, which in our case is the Civil Engineer, Pune Municipal Corporation.
When we scrutinized the documents [received through RTI], it became apparant that Civil Engineer's office gives commencement certificate, and also provide occupancy and completion certificates, before the flats are handed over to their rightful owners. Thus, it is responsibility of this department of the PMC to ensure and satisfy itself that builder has fulfilled all its promises as mandaded in the commencement certificates, and also to any special affidavit to the PMC.
At least, in our case there are no proofs to say with confidence that PMC officers from the concerned department have done their job of varifying the compliances of the norms, standards and essential commodities. Thus, we wonder on what basis they issued occupancy and completion certificate?
Thus, our memorandum and petition to the Commissioner, Pune Municipal Corporation.
